City leaders in Cedar Rapids are close to claiming a major victory in fighting back the second biggest flood in the city's history.

But not everyone is in the mood to celebrate. At least four New Bo area buildings were left outside the HESCO barrier protection.

Jaymz Larson interviewed Tom Slaughter, the owner of Tornado's Pub and Grub, whose business was impacted by flood waters.

He says he's going to stay in the area until the water recedes and the city left him on this island to fend for himself.

According to CBS2/FOX28 News the city says HESCO barriers wouldn't have been effective in the area around Tornado's.

Tornado's has taken their business’s safety and property into their own hands -- by using lywood, sandbags and hope the water doesn't destroy their livelihood.
