
Breaking News: Arrest Made in Dubuque Shooting Death of Teen
Tragedy in the form of a shooting has again taken hold of the Dubuque community. on Monday, March 9th at around 10 PM, a 16-year-old Dubuque male, now identified by police as Jakory McMillian, was fatally shot in what authorities are describing as an isolated incident.
According to the Dubuque Police Department, officers responded around to the area of West Locust Street and Foye Street after receiving reports of a shooting. Upon arrival, officers located McMillian suffering from a gunshot wound. He was transported by the Dubuque Fire Department to UnityPoint Finley Hospital, where he was pronounced dead.
Police say initial investigations indicate the parties involved in the incident knew each other and that a disturbance had occurred before the shooting event. Authorities emphasized that there is no indication of a broader threat to the community at this time, and the incident appears to be isolated.

According to the Dubuque Police Department, 18-year-old Latrell Powell-Moore has been identified as the shooter. After several days of investigation, Powell-Moore was arrested and charged in Dubuque with murder in the first degree, a Class A Felony, punishable by up to life in prison.
Additional information from investigators says Powell-Moore pulled out a gun during the altercation, and McMillian fled. Powell-Moore then chased down the victim, knocked him to the ground with the gun, and shot him in the head at close range.
The Dubuque Police Department coordinated with the U.S. Marshals Service in an attempt to locate Powell-Moore. On March 12th, 2026, at approximately 10 pm, Investigators with the DPD were notified by the U.S. Marshals that they had located Powell-Moore in Marion, Iowa, and placed him under arrest with the assistance of the Cedar Rapids Police and Marion Police Departments.
