Former Eastern Iowa Police Officer Charged with Teen Sex Abuse While on Duty

A police officer who had been with two eastern Iowa departments over the last 2-and-a-half years has been arrested and charged with sexual assault against a teenager, while he was on duty.

24-year-old Andrew P. Denoyer, who had been a police officer in Eldridge, Iowa since August of 2020, was arrested last night and charged with third-degree sexual abuse. He worked for the Davenport Police Department prior to Eldridge, from 2018 through the first part of 2020.

According to an arrest affidavit acquired by the Quad-City Times, the alleged assault involved a 14-year-old and happened on May 1, 2021, while Denoyer was on duty. KWQC says the arrest affidavit shows Denoyer later admitted to the abuse.

The Iowa Department of Public Safety says the Scott County Sheriff's Office and Eldridge Police Department requested the Iowa Division of Criminal Investigation's (DCI) assistance with the case last Friday, September 24.

The Quad-City Times reports that Joseph Sisler, the police chief in Eldridge, was called to Denoyer's home Monday evening, where Sisler resigned verbally. Tuesday morning at the police station, he signed a letter of resignation.

Denoyer was arrested by Iowa DCI agents Tuesday night and was booked into the Scott County Jail just after 8 p.m. He posted the $10,000 cash-only bond and was released at approximately 10:15 a.m. this morning. KWQC says he waived a preliminary hearing. His arraignment is scheduled for Thursday, October 14.

Third-degree sexual abuse is a Class C felony, punishable by up to 10 years in prison and a fine of $1,000 to $10,000.
